Mall culture makes Cebu City itself fairly stroller friendly, with Ayala Center and SM Seaside having lifts and ramps throughout. The beach resorts in Mactan and further out towards Moalboal have flat resort grounds, though getting around town on foot involves broken pavements and heavy traffic.

English menus and Western chains are everywhere alongside Filipino classics, and resort restaurants have high chairs and kids' menus as standard. Lechon (roast pork), a Cebu specialty, is mild and popular even with picky eaters.

Cebu City has more petty crime and traffic chaos than the resort areas, so families often base themselves in Mactan or a beach resort further afield. Whale shark encounters at Oslob are popular but involve open water and boats, so they suit older toddlers better than babies.

Chong Hua Hospital and Cebu Doctors' University Hospital both offer good, English-speaking care and are used to treating tourists and expats. Mactan also has smaller clinics geared toward the resort crowd for everyday issues.
