Panglao Island's Alona Beach strip and resort grounds are flat and manageable with a stroller, but the Chocolate Hills viewpoint and the tarsier sanctuary involve steps and forest paths better suited to a carrier. A rented car with a car seat is the easiest way to combine the hills, river, and beach in one trip.
