Zagreb's lower town (Donji Grad) is flat with wide boulevards and good pavement quality: very manageable with a pram. The upper town (Gornji Grad) has steep cobblestone streets and steps where a carrier is more practical. The tram network doesn't have universal pram access but most central stops are accessible.

Croatia has a relaxed attitude toward children in restaurants. Local dishes like strukli (cheese pastry), cevapi (grilled meat), and bread with butter are reliable toddler choices. Zagreb's cafe culture is very laid-back and children are welcomed in most spots.
