Old Quebec's cobblestone streets and steep hills, especially around Petit-Champlain, are genuinely difficult with a stroller, so a carrier works better for the old town; the funicular between Upper and Lower Town is a stroller-friendly shortcut. The Plains of Abraham park is flat and easy.
